The CTA Blue Line has more person capacity than the Eisenhower Expressway

The Eisenhower Expressway does not have excess capacity, but the CTA Blue Line does. The expressway carries a large number of vehicles with a small number of people in each vehicle. By contrast, the CTA Blue Line uses a much smaller number of vehicles (trains) to carry a large number of people.

The person capacity of the Blue Line is substantially greater than the person capacity of the Eisenhower Expressway.
